Gary Osner

Gary has been involved in the parking industry from early 1991, working initially with several local councils collecting unpaid parking notices under the 1984 Road traffic Act. Because of his success in this arena, his firm won new business from private parking contractors, and created a unique procedure and collections strategy to process and collect unpaid ‘breach of contract’ parking charge notices.

He is the founder and CEO of ZZPS Limited one of the leading UK suppliers for the management of notices emanating from parking on private land, from initial issue through to back-end enforcement.

With a passion for customer service, Gary has worked with the BPA to develop the current Code of Practice to ensure that customers are treated fairly.  As a Board Director has worked with the BPA during the consultation on the proposed single Code of Practice.
