Adam Spencer-Bickle

Adam joined ORR in November 2015, shortly after its Highways function was set up, from DfT, where he had a background in transport economics and scheme appraisal. Having led ORR’s advice on the challenge and deliverability of proposals for RIS2 – the RIS2 Efficiency Review – Adam now heads up the team responsible for ORR’s input into the development of RIS3 and for monitoring National Highways’ financial and efficiency performance during the second road period.
